Canada’s appeal for international students may dip as PGWP approvals fall by nearly 30%

Canada will issue about 30% fewer Post-Graduation Work Permits (PGWPs) in 2025, according to a study by ApplyBoard. Approvals are expected to fall to around 143,600, and could drop below 130,000 if current trends continue. The decline comes from stricter language rules and new limits on graduates from private-public partnership colleges and non-degree programs.

Indian students, who make up the largest share of international students in Canada, will be the most affected. Declines are also expected among students from China, the Philippines, and Iran. Undergraduate approvals have already fallen by 37%, with sharp drops in engineering, IT, and health programs.

The government says the changes are meant to better manage the student influx and link education more closely to job market needs. Experts warn, however, that Canada could become a less attractive destination for global students unless institutions adapt quickly.
