Canada Tightens Study Permit Rules for International Students

Canada has introduced new rules for international students, making it more difficult to change colleges or universities without official approval.

According to Immigration, Refugees and Citizenship Canada (IRCC), students who want to move from one Designated Learning Institution (DLI) to another must now apply for a new study permit. The earlier online DLI transfer system has been removed.

Officials warned that students who change institutions without obtaining the required permit could be violating the conditions of their study permit. Such violations may affect future immigration applications.

The new regulations also clarify the rules for the Post-Graduation Work Permit (PGWP). A student’s official course completion date will now be determined by the earliest date shown on their completion letter, transcript, or degree certificate. The 180-day period to apply for a PGWP begins from that date.

In another important change, international students are no longer allowed to work part-time or take part in co-op placements while on an approved leave of absence or when their educational institution is temporarily closed.

Immigration experts are advising students who changed colleges, universities, or study programs since November 2024 to review their study permit status immediately. Students who are unsure about their situation are encouraged to seek guidance from authorized immigration consultants or legal professionals.

The new measures are aimed at strengthening compliance with Canada’s immigration rules and ensuring that international students follow the conditions of their study permits.
