Ontario Suspends Express Entry Skilled Trades Stream After Fraud Concerns

Ontario has temporarily stopped its Express Entry Skilled Trades Stream after officials found major issues with misrepresentation and fraud. The Ontario Immigrant Nominee Program (OINP) reviewed the stream and concluded that weaknesses in the eligibility rules made it vulnerable to misuse. Because of this, the stream is no longer accepting new applications.

All applications that were already submitted are being returned, and applicants will receive a full refund of their fees. Candidates who still want to immigrate to Ontario can apply through other OINP streams if they meet the criteria, or they can submit a new Expression of Interest when future draws open.

Meanwhile, Ontario continues to invite skilled workers through other pathways. In October 2025, the province issued targeted invitations under the Employer Job Offer streams—Foreign Worker, International Student, and In-Demand Skills—mainly for priority health-care occupations. Minimum required scores included 38 for the Foreign Worker Stream and 56 for the International Student Stream, along with eligible NOC codes.

Officials say the suspension will remain in place while Ontario strengthens eligibility rules and improves enforcement to ensure the program meets the province’s labour market needs.
