Big Drop in Indian Students Getting Study Permits for Canada

The number of Indian students going to Canada for higher education has seen a steep fall in 2025. Between April and June this year, only 17,885 Indians received study permits, compared to 55,660 during the same period in 2024. This marks a decline of more than 66 percent. The trend is similar when looking at the first half of the year as a whole—permits for Indian students dropped from nearly 99,950 in the first six months of 2024 to just 47,695 in 2025.

The overall number of international study permits issued by Canada has also gone down. In the first six months of 2025, Canada approved 149,860 study permits, a significant fall from 245,055 during the same period last year. Indian students, who once formed the largest group, now make up 32 percent of total permits compared to 45 per cent a year ago.

This drop follows Canada’s new policies aimed at controlling the intake of foreign students. The government has capped the number of study permits at 437,000 for 2025, down from 485,000 in 2024. Students also face stricter financial requirements, with proof of funds raised to CA$22,895 for a single applicant in 2025. These measures were introduced to manage housing shortages and infrastructure pressure, while also responding to political debates around immigration ahead of the 2025 federal election.

In past years, Indian students dominated the numbers—278,010 permits in 2023 and 188,280 in 2024. But 2025 shows a clear downward shift. Further changes are expected this fall, when the newly elected Canadian government unveils its updated immigration policy.
