Canada Plans New Immigration Program for Refugees and Skilled Workers

Canada is planning to launch a new immigration program this year to help refugees and skilled workers move to the country permanently. This program builds on the success of an earlier project called the Economic Mobility Pathways Pilot (EMPP), which began in 2018.

The EMPP helps skilled immigrants and people who have been forced to leave their countries connect with Canadian employers. This connection can lead to permanent residency in Canada. The EMPP has two options for applicants: one for those who already have a job offer in Canada, and another for those who do not—though the second option is currently on hold.

People applying through EMPP can receive help from the Canadian government with their application costs, medical exams, and travel expenses.

From 2019 to March 2025, nearly 970 people have successfully moved to Canada through this program.

The full details and eligibility rules for the new immigration program have not been announced yet, but it is expected to follow a similar path to the EMPP and may become a permanent part of Canada’s immigration system.
