A recent report reveals that up to 47,175 international students in Canada may not be following the terms of their study visas, with many failing to attend classes. The data, presented by Immigration, Refugees and Citizenship Canada (IRCC) before a House of Commons committee, has raised serious questions about the integrity of Canada’s international education system.

India has been identified as one of the top countries involved in cases of suspected non-compliance, alongside China and others. In spring 2024, around 50,000 foreign students were listed as “no-shows”—meaning they did not register or attend classes after arriving in Canada. Among them, 19,582 were from India.

Officials explained that IRCC relies on colleges and universities to report attendance, as there is no centralized system to track students automatically. Once non-compliance is confirmed, the Canada Border Services Agency (CBSA) is responsible for enforcing removals or taking further action.

The report highlights significant monitoring and enforcement challenges, suggesting that some cases may be underreported or go unnoticed. Lawmakers are now urging tighter oversight, improved data sharing between institutions and immigration authorities, and stronger safeguards to protect Canada’s international education reputation while addressing potential misuse of student visas.
