Ontario to Shut Down All Current OINP Streams

Ontario is set to introduce major changes to its immigration system as the province prepares for a large-scale restructuring of the Ontario Immigrant Nominee Program (OINP). Legal amendments scheduled to take effect on May 30, 2026, will revoke the program’s current immigration streams and replace them with a new targeted selection approach.

Under the proposed changes, all nine existing applicant categories — including streams for foreign workers, international students, skilled trades candidates, and entrepreneurs — will be removed from the current framework. The move is part of Ontario’s broader effort to create a more flexible and labour-market-driven immigration system.

The new model will allow the program director to conduct both general and targeted invitation rounds. Unlike the existing system, candidates may be selected based on specific labour market needs or human capital attributes identified for each draw.

Selection criteria for targeted invitations could include factors such as educational qualifications, language proficiency, work experience, and willingness to settle outside the Greater Toronto Area. Officials say the revised process aims to better align immigration with Ontario’s workforce requirements.

Another key change is the introduction of enhanced employer verification procedures. Employers will now be required to register with the program before submitting job offers to support provincial nomination applications. The measure is intended to streamline employer-supported pathways and strengthen application screening.

Ontario had previously proposed a phased restructuring process, including consolidating employer job offer categories and introducing new pathways focused on priority sectors and talent needs.

Authorities have also indicated that the updated regulations would provide greater flexibility to modify, create, or discontinue immigration streams based on evolving economic and labour demands.

Applicants currently planning to apply through existing OINP categories are advised to closely monitor official announcements, as eligibility under the present framework may no longer apply once the changes come into effect.
