 Canada Tightens Hiring Rules: Big Change for Foreign Workers from April 2026

The Government of Canada has introduced new recruitment rules for low-wage foreign worker jobs under the Temporary Foreign Worker Program, effective April 1, 2026.

Under the updated guidelines, employers must now advertise job vacancies for at least eight consecutive weeks, double the previous requirement. These job postings must also be completed within three months before applying for a Labour Market Impact Assessment (LMIA).

In a major shift, employers are now required to show active efforts to hire youth aged 15–30, including outreach through job boards, schools, colleges, and youth employment programs.

The move aims to prioritize Canadian citizens and permanent residents while protecting the domestic labour market.

Experts say the changes could make it harder for foreign workers to secure low-wage jobs, while creating more opportunities for local job seekers.
